[pkg-firebird-general] Bug#719584: firebird2.5-super: fails to install on buildds

I'm not quite if this is RC. Probably not.

Looking at libdbd-firebird-perl build logs on armhf, for instance

we see

  Unable to complete network request to host "localhost".
  Failed to establish a connection.
  unable to open database
  dpkg: error processing firebird2.5-super (--configure):
   subprocess installed post-installation script returned error exit status 15

So firebird2.5-super fails to install if there's a local policy-rc.d
layer that prevents the server from starting. This happens to be the
case in chroots created with 'sbuild-createchroot', which seems to
include at least all the armhf buildd ones.

I'm not sure if this affects other architecture buildds too: AFAICS
they have built libdbd-firebird-perl before the related change in
firebird2.5.
