[pkg-firebird-general] Bug#883585: firebird3.0: remove unused build-dependency on libatomic-ops-dev

Hi,

firebird3.0 build-depends on the libatomic-ops-dev package but doesn't
use it anywhere.

The only place where atomic_ops.h is referenced is in
"src/common/classes/fb_atomic.h", however it is only included when not
using GCC as the compiler (ie when __GNUC__ is not defined). Since all
Debian architectures use GCC, the include will never be hit.
