I would suggest that if a matching Latin range is really needed (and the
fontconfig approach is not satisfactory) to reuse glyphs from existing
open fonts.

There are already some in the archive or check
http://unifont.org/fontguide/ - http://scripts.sil.org/OFL_fonts or
http://openfontlibrary.org for more.

Alternatively, maybe a call on the f.d.o openfontlibrary list could also
help attract contributors?
