The rationale is to flag it up when the upstream tarball includes
explicit source (more than just the .ttf/.otf).
In the specific context of fonts it's useful for those who want to
branch to know more precisely what type of font source is available.
I have asked mako and tfheen about this and a line in the package
description and in the README.Debian is what they recommended.
This is what is done for many other packages.
