[Pkg-fonts-bugs] Bug#725465: fontforge: Add build depend on libltdl-dev

Dear Maintainer,
After `apt-get build-dep fontforge`, building fontforge from github
source has this error when running ./autogen.sh
  Preparing build ... ERROR: libtoolize failed

As see from <https://github.com/fontforge/fontforge/issues/245>, the
libltdl-dev need to be installed before ./autogen.sh can run successful.

So please add a build depend over libltdl-dev.
