[Pkg-fonts-bugs] Bug#866690: fontforge: missing man pages for fontforge, sfddiff

The current fontforge package on Debian is missing man pages for
fontforge and sfddiff.  I discovered this while setting up stretch on
my computer.  I asked upstream if they would be interested in man
pages, and Dave Crossland replied that he would.  So I created new man
pages and sent them to Dave for vetting.

I wrote the attached man pages by reconstructing an old version of
each that appears on linux.die.net, and then updating them based on
"help" output from the program versions installed in Debian stable.
