Correct.  It's distributed separately (from a different "source").

That's the only worthwhile one.

You can probably use the freeciv-tileset-tinydent directory as a model. 
  Although probably you know more than me about packaging in which case 
the freeciv-tileset-tinydent directory should use your packaging as a 
model...
