Yes, the Freeciv client is a GTK app, suitable for appearing in the
menu, while the server is a console app, which doesn't fit too well in
the GNOME menu.

Version 2.0 of freeciv will launch a server from the client if installed
and starting a local game, so having it in the menu won't be a problem
anymore.

There are freeciv 2.0 beta packages in
deb http://people.debian.org/~jordi/debian ./
compiled for Debian sid of some weeks ago. I guess it would work just ok
on Hoary.
