Hello Bug#254207!

This can be performed reliably on my wife's machine at home, simply by 
running the X server in 16bpp mode.
The bug goes away if the X server is run in 24bpp mode.

The same bug exists, I believe, in the CMA dialogue from the city screen.

Or, if I am wrong, it is time to open an entirely new bug number!
