I've added that column to keep track of changes in the build environment
requirements.  We might need versioned build-depends, one day.
I've just commited some explanation to TODO in svn.

Hrm, I feel we'd better explicitly test it.  But perhaps we should wait
for formal publishing of the sources by upstream first.
