[debian-freedict] Automatic translation of packages

Hello all,

on 
  http://www.debian.org/international/l10n/ddtp
is the description on how to translate packages.
I imagine someone translating the „mask” for all packages and a script then
  1. generates all the package descriptions in the language from the mask
  2. retrieves all (still English) descriptions from the server (which we also
    auto-generated)
  3. now we have locked the game for other translators and we send back our
      auto-generated  descriptions
That's all, just needs to be implemented. Is there someone willing to do that?
Maybe even in Python? Python is good because the script generating the package
descriptions in English is also written in Python and since sending the
descriptions involves Mail handling, we could use Python's extensive Mail
features.

BTW, the above mentioned web page talks about having a specific encoding for
every language. I would prefer to have all in one encoding. Can we reach each
language with UTF-8?
