yes you are right, both are not installed:
$ apt-cache policy dictd
dictd:
  Installed: (none)
  Candidate: 1.12.1+dfsg-2
  Version table:
     1.12.1+dfsg-2 0
        500 http://ftp.uk.debian.org/debian/ sid/main i386 Packages
$ apt-cache policy dicod
dicod:
  Installed: (none)
  Candidate: 2.2-4
  Version table:
     2.2-4 0
        500 http://ftp.uk.debian.org/debian/ sid/main i386 Packages
$ 

(I am not sure why i have/had installed the package at all).
