Also please note that the FHS says nothing about 'root permissions',
it says:

This directory contains any non-essential binaries used exclusively
by the system administrator.

non system administrators won't use ipmiconsole, and admins who take
the jobs serious won't work as root but have sbin:/usr/sbin in their
$PATH.
