[Pkg-freevo-maint] Bug#716848: freevo: Broken encoding in Romanian translation

Hello
I am reviewing the Debian website validate and tidy scripts, and I can
confirm that this bug is still present with the current freevo Romanian
.po file (1.9.2b2-4.3 from unstable) and the patch that David Prévot
provided is still applicable.
