[pkg-fso-maint] pkg-fso page on Debian wiki

Hello!

I cc:ed Philipp since he's not subscribed to the list.

I'd prefer to have the team wiki page (i.e. pkg-fso [1]) under the
Teams section [2], something like [3].  Then we can set a redirect from
the old page.
