[pkg-fso-maint] Packaging Tichy for debian

Thanks for all the advices.
I will start to learn debian packaging. This is a good opportunity for
me to have a debian package for an old project of mine : guisterax [0]

For Tichy I guess first I will try to have it build in openembedded,
then I will see for the debian package.
