update-alternatives is far more powerful then Recommends:, because the
former is intended to manage single files, while the latter defines
relationship between packages.

Again, at least one fso-sounds-* package needs to be installed, since
the purpose of each fso-config-* package is to install everything is
needed to have a working phone for most of the users [1].
I don't see how Debian could ship a working setup without depending on
the fso-sounds virtual package. Remember that recommended are not
installed by default on Debian on the FR.
