[pkg-fso-maint] git-svn not so nice

Hi,
I found out that git-svn doesn’t (easily) share it’s metadata to track
the svn repository, which means that other people than me will have
problems to import the latest changes from the svn repository. This is
not nice, so I’d say we skip tracking upstream’s SVN and only fill
upstream-dist with their releases (as done by git-import-orig). This
mainly applies to openmoko-panel-plugin.
