usually, you’ll put the source package (.dsc, .orig.tar.gz, .diff.gz)
somewhere, and one of the pkg-fso team will do a quick check and then
upload it to the archive.

Sure. Even this program will probably be in the official Debian
distribution some time. But you don’t have to provide the Debian package
if you don’t want: Ususally, the original author provides a good source
tarball (with autotools for C programs or setup.py with distuils for
python programs), and someone who knows Debian packaging well will
create the Debian package and upload it to Debian.

You should provide a setup.py file. If this file is done well, the
debian packaging is very simple. Please look at pypennotes:
