This seems to me very likely the same situation Bastian exposed at [1].

OTOH, I do not like at all metapackages and in our specific situation I
think we already have, by chance, the solution, as I explained at [2],
(first paragraph after point 2).  Let me explain it here and in better
words.

What will a "freerunner" metapackage do?  Simply, it will depend on
fso-config-gta02 (the device-specific package), on fso-frameworkd and
one fso-sounds-* package [3].  Since fso-config-gta02 is not
frameworkd-specific [4], by chance this package acts like the
"freerunner" metapackage.  Please correct me if I'm wrong :-)

    Debian installation on FR should have, e.g. since we want an X11
    server, it should "Depends: xserver-xglamo | xserver-xorg"
