[pkg-fso-maint] install.sh: introduced --no-partitioning flag

Hello,
I had felt that the partitioning does not need to be performed every time when I am doing
a complete install. The formatting should be sufficient. I hence added that flag to
install.sh. Should there also be a "--no-formatting" flag? Drop me a note if you think so.

Introduced --no-partitioning flag.
This flag informs the "all" target to skip the partitioning.
