[pkg-fso-maint] nodm does not work (VT_GETSTATE on /dev/console failed)

i tried tty instead -- /dev/tty ended with the very same error, but after  
changing /dev/console to /dev/tty0 i got

debian-gta02:/tmp# ./getvt
Console opened
VT_GETSTATE succeeded
VT 1: busy
VT 2: busy
VT 3: busy
Got VT /dev/tty3

no clue, though, what that means.
