[pkg-fso-maint] [BUG?] /usr/local/bin/tar not preferred to /bin/tar in Debian install.sh

the discussion on the smartphones-userland@ one, I set R-T and M-F-T
accordingly, TIA.

I just re-installed Debian on my FR with the latest install.sh version
(Git commit 6c7e2719b9dc1f0b77ef4294819f12979599c545 [1]) and I got the
following error:

And I am lost: it seems that while the "correct" tar is the one in
/usr/local/bin/tar [2], install.sh still uses /bin/tar.  Has anyone any
clue about this behavior?
