In fact, IIRC, I had some similar problem with wicd... uhm.
$ svn annotate default
2142 hanska-guest # Don't start the daemon by default, let the user set it.
2142 hanska-guest # Use "yes" (without quotes) to make /etc/init.d/wicd start
the WICD daemon.
2143 bzed START_DAEMON=yes
$ svn log -r2143
------------------------------------------------------------------------
r2143 | bzed | 2009-01-02 17:15:19 +0100(ven, 02 gen 2009) | 4 lines
- allow to disable the daemon in /etc/default/wicd.
* debian/rules:
- run dh_pysupport before dh_installinit, so Python modules will be
compiled before the daemon starts (Closes: #510457)

Whoa. And he put that "allow to disable the daemon" under _my_ section!
(1.5.7-2).
I can't really recall what the problem was with disabling it on installation, I
just remember it double-starting. I'll check whether bzed remembers.
