[pkg-fso-maint] ogsmd race condition workaround not in fso-frameworkd?

the workaround (i don't think it qualifies as "patch") for the ogsmd race  
condition related to th dbus timeout and eventualle pin issue is still not  
in fso-frameworkd.
is there a reason for that or did it just slip through?
