[pkg-fso-maint] zhone deactivating GPS while tangogps still using it?

Well, for me it seemed to start when I switched from fso-gpsd to gpsd,
mainly because I was tired about dealing with the conflicts. I now
manually switch on the GPS from a helper application (also downloads
AGPS information if network available) and start eg. TangoGPS. Opening
and closing Zhone's GPS info section turns GPS off even if TangoGPS
would still be running, which is indeed a bit of a pity.
