Using emdebian.org cross compilers (at the moment), you might be able
to cross compile packages that support that with:

 $ dpkg-buildpackage $your_opts -aarmel

If that does not work, I do not recall correctly at the moment, you
might have to set CROSS_COMPILE=arm-linux-gnueabi- environment
variable before the build.

$ CROSS_COMPILE=arm-linux-gnueabi- dpkg-buildpackage $your_opts -aarmel
