[pkg-fso-maint] Packaging release versions of FSO components

I updated the repositories for libfsosystem and libfsobasics to
include the new 0.10.1 version of them. Along with this I took care of
only having signed tags in the repository. Both packages are building
quite fine in my local sbuild debian unstable environment with only
lintian complaining about a non-nmu version number.

Before I continue with working on the other packages: Are there any
remarks or concerns with the packaging I already did? You're fine with
it so it can be uploaded after all components are packaged?
