This bug (and lots of similar bugs) have been fixed in the recent 2.4
release of ASC (which hasn't been packaged yet)

Bug description:
Binary package hint: asc

On any map it shows "Congratulations! You achieved mission goals of this level" at the second step (at the beginning of the first step of the second player).
At least, in the Hotseat mode.
