Just fixed this in the Debian Games SVN repository by build-depending on
the right versions of flex. It will be fixed in Debian next time we need
to upload and in Ubuntu once they sync from Debian.

I have found a wrong build-dependencies in the source package 2.1.3-1.

I have make a backport from warzone2100/karmic with prevu (http://launchpad.net/ubuntu/karmic/+source/warzone2100/2.1.3-1/+files/warzone2100_2.1.3.orig.tar.gz, ...) that fails with

checking for flex >= 2.5.33... found 2.5.34, ok
checking for flex != 2.5.34... configure: error: found 2.5.34, not ok
make: *** [config.status] Error 1

but the build-dependencies says only flex, not flex (>=2.5.33), flex (!=2.5.34)
