For the record, https://gna.org/bugs/?func=detailitem&item_id=14100 lists another trick.
Game -> Local options -> Interface -> Arrange widgets for small displays
It does change the layout of the widgets, but I'm not sure if its helping to make the window smaller :/ (Unless you count having vertical scroll/floating chat window).

Bug description:
Binary package hint: freeciv-client-gtk

Jaunty Netbook Remix can't run freeciv-client-gtk as the setup screen is too large - the buttons to start the game are off the bottom of the screen. Needs a minimum of 1024x768?
