I think this was fixed in

 opencity  (0.0.6.1stable-5) unstable; urgency=low

   * opencity-data conflicts with opencity (<< 0.0.5.1stable-2), thanks
     Goswin Brederlow (Closes: #517669)
   * Fix a typo in opencity-data description, thanks Enrico Zini and
     Steve Cotton (Closes: #517219)

Bug description:
Binary package hint: opencity

TEST CASE:
1. use intrepid
2. install opencity
3. change /etc/apt/sources.list to point to jaunty
4. run apt-get update; apt-get dist-upgrade
5.  verfiy the failure

6. repeat steps 1,2
7. change sources.list to point to jaunty and enable jaunty-proposed
8. repeat step 4
9. verify that it does not fail this time
