Isn't it the case that you should use the preprocessor directive
#include <AL/foo>?

Bug description:
Binary package hint: libopenal-dev

The package libopenal-dev includes a pkgconfig file so applications can easily find the include and libs when compiling. However, the includedir parameter in the /usr/lib/pkgconfig/openal.pc file points to /usr/include, while the include files in libopenal-dev are actually in /usr/include/AL. 

This means that any application using pkg-config to locate the OpenAL includes will not build.

This is present in libopenal-dev_1:1.3.253-4ubuntu1, in the Amd64 version of Intrepid.
