Please sync freeciv 2.2.7-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
I had added a patch to disable global menu until a better patch was integrated.  Debian pulled that better patch in, so we can drop our hack and go back into sync.
