This problem affected me too, and I solved it.

The problem was in my /etc/hosts file.

It contained the bext lines:

127.0.0.1 localhost
::1 localhost #[IPv6]


I deleted the line
::1 localhost #[IPv6]

and Freeciv works!

Status in freeciv package in Ubuntu:
  Fix Released

Bug description:
  Run "freeciv-gtk2 -l freeciv.log", and pressed "Start New Game".
  The GUI displayed the following messages: 

  Starting local server...
  Couldn't connect to the server.
  We probably couldn't start it from here.
  You'll have to start one manually. Sorry...

  The log file contained the following:

  This is the server for Freeciv version 2.4.2
  You can learn a lot about Freeciv at http://www.freeciv.org/
  3: in log_init() [log.c::231]: log started
  0: in server_open_socket() [sernet.c::1146]: bind failed: Address already in use
  0: bind failed: Address already in use

  If I run freeciv-server manually, I can "connect to network game" and
  from then on it works.

  Freeciv (client, data, server) version is 2.4.2-1
  Ubuntu version 14.04.1 LTS
  Running under KDE
