I suppose that "available to everyone" is a wide statement.

This anyway, is already configurable by editing the file .mednafen
/mednafen-09x.cfg and the setting:

;Configure buttons on virtual port 1
command.input_config1 keyboard 49+alt+shift

You can find the ASCII value for the key that you prefer by running the
command "showkey -a"

Title:
Keyboard config is not compatible with non qwerty keyboards

Status in mednafen package in Ubuntu:
  Fix Released

Bug description:
  Binary package hint: mednafen

Default keyboard configuration is done by pressing alt+shift+1.
This assumes that you have a qwerty keyboard because if you don't, you can't do anything (you have to press shift in order to press 1 but the keyboard shortcuts already requires shift, see the problem ?)

So Mednafen is yet another program that is so insulting to european
  (or azerty in general) users.

I guess this bug shouldn't be very difficult to fix, I'll even give it
  a try myself.

Control config should be a keyoard shortcut available to everyone,
including azert users and laptop owners (no numeric keys)
