    d/control: use libghc-cabal-dev only on amd64
    
    On the rest of the architectures, cabal has been built using ghc 7.10's
    built-in libghc-cabal-dev (1.22.5.0) and the current "external"
    libghc-cabal-dev fails to parse its output.
    
    This is a temporary workaround for #832144.
