Thanks for the report. This is by "design", to support upgrades from 
previous versions (notably 2.12), where ganeti-masterd was present and 
should be operational until the whole cluster has been upgraded using 
`gnt-cluster upgrade'. I'm marking this as wontfix for now, but will 
eventually remove the symlink in future versions.
