Provides can only satisfy unversioned dependencies, but not anything
that requests a specific version of a package.

So for example the Build-Depends: libgd2-noxpm-dev (>= 2.0.28) from
libgd-gd2-noxpm-perl could not be satisfied without a transitional
package (or an update to libgd-gd2-noxpm-perl).

Also people who installed libgd2-noxpm-dev should get the upgrade to
libgd2-dev automatically. For that you also need a transitional package.
