[pkg-ggz-maintainers] Problem with ggz-python

The attached patch backports some stuff from 0.0.14, and changes site-python 
to python2.4/site-packages. This means we must depend on python (>= 2.4).

The site-python directory is still the default for compilation from source. 
Future releases will separate private python modules (e.g. from ggzboard) from 
public ones (e.g. ggz* wrappers and what is in the lib/ directory).
Until then, the patch is hopefully enough.
