Which part?  Claiming success when proc is not mounted, or failing in 
spite of claiming success, or failing when proc is not mounted?

In a chroot, one would generally set up a policy-rc.d (see invoke-rc.d 
man page) so that daemons are not started at all.  Maybe that's what 
you want?
