First, this wasn't a request for the debconf templates (there are none),
this is the program translation.

Second, I get errors from msgfmt with the translation for gpe-expenses:

No, there is no debia/po directory - program translations like this one
live in $(top_srcdir)/po/

(debian-i18n carries upstream translations as well as debconf
translations - maybe you used the wrong template for your bug
submission?)
