[Pkg-gpe-maintainers] New version of libgpewidget, 0.116

I'm testing the new version - the only change appears to be improved
cairo support which I've tested with gpe-clock and gpe-watch (the two
apps that needed a patch to libgpewidget for cairo support to work) and
these are OK with 0.116-1.

I'm testing a few apps with the updated libgpewidget-dev but there
appears to be no particular reason not to upload 0.116-1, there's no
transition involved.

I'm going to be away towards the end of this week (Emdebian work session
in Cambridge until 10th June) so although I'll be available for email, I
won't be able to upload if I don't upload in the next few days.

If testing continues OK, I'll upload tomorrow or Tuesday (27th May)
unless I hear different. (I'd like to upload tomorrow so that I'm still
around to check on the buildd logs but I don't expect problems with
those.)
