[Pkg-gpe-maintainers] Bug#529423: libgpeschedule: use Libs.private for sqlite, not Requires in pkgconfig data.

Package: libgpeschedule
Version: 0.17
Severity: minor

Mainly for me to remember to fix this as part of a wider check on
similar problems in GPE - gpe-announce (and other reverse dependencies
of libgpeschedule) pick up unnecessary dependencies on sqlite because
libgpeschedule (via the libschedule.pc upstream data) Requires: sqlite
when it does not export any sqlite symbols.

At some point, need to scan through the dpkg-shlibdeps output for each
GPE build and pick out other instances of the same problem and devise a
set of patches for upstream. The problems should then be fixable
upstream whilst also doing the renaming of libschedule to
libgpeschedule and simplifying the rest of the build.
