I am the upstream maintainer of the export code.  I have no plans to change 
this behaviour as I do not want to introduce CHARSET as it is explicitly 
excluded from vCard 3.0.

However, I would welcome additional information on how other software handles 
this, both from the export and the import side.

Note that in my import code I use an empirical approach.  I first attempt to 
import the file as UTF-8.  If that fails with a character format error, I 
retry the import using the user's current locale.  If that also fails, I try 
using ISO-8859-15.

However, for export I always use UTF-8.
