[Pkg-graphite-maint] Backports packages of python-scandir, python-django-tagging, python-whisper and graphite-web

the Graphite Team released version 1.1.1 a few days ago and it looks like, that Python3 is supported.

I plan to test and upload the graphite stuff with python3-whisper without python2 package.

Do you think this is a good plan? Asking about the backports. Py3 Graphite need Django
1.11. But 1.11 is available at stable-bpo.
