About 'lame' plugin in gstreamer0.10-plugins-ugly

This list is for the debian packaging of gstreamer, not ubuntu. I can only
answer for the debian package, as i don't know enough about ubuntu's policies
wrt. Universe. 

For debian lame (or any other mp3 encoder) arent shipped to patent/license
issues. The same is true for most other encoders and some decoders. 

Notable exceptions are ofcourse the free formats like speex, flac and vorbis.
