 No, but are related to sampling rate.  I discovered the changes when
 reading this in the thoggen README:
 * gst-plugins-base >= 0.10.10 (STRONGLY RECOMMENDED: 0.10.10.1 CVS or newer
   becaus of oggmux and audiorate/videorate fixes that are only in CVS)

 The CVS indeed has changes on audiorate.

 If you can, you may want to test CVS and report your results!
