infrastructure to export the codec installation,informations

Erm... I've got a question. Let's say I have both Debian stable and 
unstable in my sources.list and g-a-i is going to install a 
gstreamer0.10-plugins package because I am missing a codec. Now let's 
say that this one codec has moved from -bad in stable to -good in 
unstable. Which package will be installed?

Another question: Having a look at the source for -bad, I've seen that 
there is some code in ext/swfdec while on the other hand the swfdec 
package in Debian depends on gstreamer for playback. Is this a 
circular dependency or am I missing something? Which library is using 
the other one respectively?
