 Good point; as usage of this helper is entirely optional, just like a
 .pc file, I think it's up to the pacakge using dh_* commands to bdep on
 debhelper, but we should at least recommend it for developers
 installing this package.

 I just added the recommendation in pango and gtk dev packages as these
 ship dh_* commands as well.
